I've had the same idea, and used the same items on other bodies. In addition, they do see combat but tend to lack the edge that blooded troops got from their engagements. While this is the opinion of New CIS members, this is not entirely true as Navy Troopers tend to be both well equipped and adequately trained for their tasks.

Members of the New Confederacy of Independent Systems believe that the Imperial Navy Troopers are considered a joke and that such soldiers rarely ever expected to enter into combat engagements. On bases, the Imperial Navy Troopers control the XX-9 heavy turbolasers, the rest of the base's doors, and control panels. Imperial Navy Trooper or sometimes known as Control Troopers are troopers stationed on Imperial-I class Star Destroyers and Imperial-II class Star Destroyers to protect the destroyers from Battle Droids during The Last of the Droids.
